Civil disobedience was a large part of how these men protested. Thoreau and King both believed that the makeup that governs the least governs the best. Thoreau doesnt expect a government tax people with ridiculous things and because putting them in jail for it. King doesnt postulate hundreds of laws segregating black people from everyone else.
